Understanding the Service Member Civil Relief Act Can Save You Money

Military life comes with its share of change—deployments and permanent change of station (PCS) moves—to name just a couple. And these changes may, at times, make it difficult to honor financial and legal commitments that were made prior to joining the military.

The Service Members Civil Relief Act (SCRA) provides “protections for service members in the event that legal or financial transactions adversely affect their rights during military or uniformed service,” according to the Consumer Financial Protection Bureau. The SCRA provides the following protections for service members that could save them money and financial stress:

  1. Six percent credit cap on pre-service loans and credit protection from lenders when invoking SCRA.
  2. Legal protections from default judgments in civil cases.
  3. Special protection again the foreclosure of their homes if they purchased the residence before going into active duty service.
  4. Protections against repossession of pre-service property, including vehicles.
  5. Rights to terminate housing and automobile leases signed before entering the service or when PCS orders arrive.

Additionally, SCRA also allows you to terminate your cell phone contract if you move to a location that doesn’t offer coverage with your current provider. It also offers some taxation protection. So, in its essence, the SCRA helps ensure that service members are not penalized legally or monetarily for their military service.

Know your rights under the SCRA. It could save you money on things, such as cell phone plans you can no longer use when deployed or apartment leases you need to break to move for the military.

Tax Time Savings

Tax season is swiftly upon us and soon taxpayers will be preparing to file their taxes and planning for their refunds. The IRS estimates that 20 percent of taxpayers who are eligible for the Earned Income Tax Credit (EITC) fail to claim it, which could mean the difference between getting ahead or staying in the red in 2018. Making sure that taxpayers are aware of the credits and assistance available to them, as well as the impact that delays may have on their refund plans, has never been more important.

3 Ways to Save More Money This Tax Season

Tax filing season is upon us once again—an opportunity to assess your financial situation, set goals for the year, and find ways to save towards those goals. Here are three easy ways to save money this tax season and get a jumpstart on your savings goals in the New Year:

1. Check Your Withholdings to Find More Money in Your Paycheck

Do you receive a large tax refund every year? If yes, check your tax withholdings and adjust those withholdings to match the number of dependents in your household to receive more money back in your paycheck throughout the year. Receiving a large tax refund may indicate that you're giving Uncle Sam an interest-free loan on your money, so now's the time to take a second look at your refund strategy.

To start, check that the number of your dependents match the number of dependents in your Leave and Earning Statement (or LES) on MyPay. If not, consider adjusting your withholdings. For example, a married service member with two children can claim four dependents, including himself or herself.

Run the numbers on online calculators, such as suburbancomputer.com to see how these changes might impact your paycheck. If receiving a large tax refund (or whatever refund you do receive) during tax season works for you, save a portion of your refund with SaveYourRefund to be entered for a chance to win up to $10,000 in cash prizes!

2. See if You Qualify for the Earned Income Tax Credit Service members and families should not overlook the Earned Income Tax Credit (EITC), "refundable federal income tax credit for low- and moderate-income working individuals, couples and families." The IRS estimates that about 20 percent of taxpayers who are eligible for the EITC fail to claim it, or are simply unaware that they qualify. It's one of the reasons you should always file your taxes, even if you don't think you owe or will receive money. If you qualify for this tax credit, the money you receive from it may be used to fund your savings goal! Take note of these three things:

  • You can't get the EITC unless you file a federal tax return and claim it. Visit irs.gov to determine your eligibility and get additional information.
  • If this is the first year that you are claiming the credit, use the IRS EITC Assistant to see if you qualify for tax years 2017, 2016, and 2015. You can file any time during the year to claim an EITC refund for up to three previous tax years. Talk about a bonus!
  • The IRS cannot issue refunds before mid-Feb, 2018 for tax returns that claim the EITC or Additional Child Tax Credit. But that doesn't mean you can't file when you normally would. Early filers can make the most of this delay by planning to save that refund and avoiding refund anticipation products, offered by commercial tax preparers. Although they loan the amount of your tax refund to you quickly, the fees will have you seeing red, so filers beware!

3. File Your Taxes for FREE If your tax return is pretty straightforward, consider using your installation's free tax filing service. To contact your installation's tax center, visit the official source for installation and state resources available to you. 

Military OneSource is also available to eligible service members to help with online assistance, resources, and filing.

Set yourself up for financial fitness in 2018 by being aware of these three ways to find and save more money this tax season to achieve your goals. When it comes to saving, every dollar counts!

We encourage you to promote these savings strategies each day during the Week:

Monday, February 26: Save with a plan

Savers with a plan can be over twice as likely to save successfully for things like retirement. Encourage service members to start their savings habit during Military Saves Week by setting a savings goal and making a plan to achieve that goal. It all starts with taking the Military Saves Pledge, and during Military Saves Week those who take the pledge will be entered in our annual #ImSavingFor Contest for a chance to win up to $750. Our 2017 Military Saver Survey found that 58 percent of Military Savers report they are saving regularly since taking the pledge.

Tuesday, February 27: Save the easy way...automatically

It can be hard to put aside money for savings, but there is an easy way to encourage service members to save money without ever missing it by making their savings automatic in 2018. Have them set up an allotment from their pay via myPay, preferably to an account that is separate from their regular checking. Or service members can use their banking institution's bill pay system to automatically transfer money from their checking account to a separate savings account.

Wednesday, February 28: Save for rainy days

A rainy day fund or emergency fund consists of an amount of money in a savings account separate from a checking account. For military service members, permanent change of station (PCS) moves, temporary duty (TDY), and deployments are a constant in military life. While a military paycheck is predictable twice a month, these life changes bring significant income volatility and increases or decreases in expenses, which can make a service member's budget a moving target. Service members should have funds set aside specifically or these events.

Thursday, March 1: Save to retire

Retirement was reported as the top savings goal for Military Savers, according to our 2017 Military Saver Survey. Beginning January 1, 2018, service members who are eligible for the new Blended Retirement System will be able to begin opting into the new system. But before they do so they need to make sure they are fully educated on all of their retirement options. Military Saves, in collaboration with the Department of Defense's Office of Financial Readiness has put together a Five-Step Blended Retirement System Checklist to Success

Friday, March 2: Save the extra

We're more likely to save a windfall than a small amount consistently over a long period of time. Hack that psychology by encouraging service members and their families to save things like bonuses, raises, and tax refunds. This tax season, they can get ahead of their financial goals by saving at least $50, and reward themselves with SaveYourRefund by entering to win one of over 100 prizes up to $10,000.

Saturday, March 3: Save as a family

Good savings habits start at home. Whether a family is budgeting, saving, making retirement decisions, or assessing workplace benefits, service members should share the choices they make with their children, no matter their age. It's never too early to learn the habit of saving!

Find Your Financial Fitness This Military Saves Week

Set a goal. Make a plan. Save automatically. This Military Saves tagline and motto may sound easy enough, but what exactly does it mean?

What we're really talking about is creating healthy savings habits. But isn't a habit a negative thing? Not when it comes to doing these three things and making it a part of the way you live your financial life.

It's said that it takes 21 days to create a habit. This Military Saves Week, Feb. 26-March 3, 2018, start creating healthy financial habits by taking the Military Saves Pledge to set your savings goal. Then complete one step each week through the first part of March and be on your way to financial fitness just in time for spring. You can do it!

Military Saves Week is coordinated by Military Saves. The Week is an annual opportunity for organizations to promote good savings behavior and a chance for individuals to assess their own savings status.

Feb. 26: Airman and Family Readiness Center will have an information table at the Community Support Center in Building 1240 from noon to 2 p.m. Attendees will receive useful financial information.

Feb. 26: A Supermarket Savvy workshop is open to members of the base community from noon to 12:45 p.m. at the Health and Wellness Center in Building 1540. This workshop will discuss tips for navigating the grocery store, avoiding certain marketing gimmicks, saving money on healthy food and making sense of food package claims.

Feb. 27: An Estate Planning "Lunch and Learn" will take place from noon to 12:45 p.m. at the Community Support Center in Building 1240. In this workshop, attendees will learn about estate plans and how a revocable trust can benefit them.

Feb. 27: A Matri-Money workshop will take place from noon to 12:45 p.m. at the Community Support Center in Building 1240. Attendees will learn how to develop realistic financial goals and communicate them effectively to their partner.

Feb. 28: Investing 101 “Lunch and Learn” will take place at the Community Support Center from noon to 12:45 p.m. Learn about basic investing during this workshop. Topics include investment approaches and strategies, the facts on annuities and basic information on stocks, bonds and mutual funds. 

March 1: A Retirement Planning “Lunch and Learn” will take place at the Community Support Center from noon to 12:45 p.m. This workshop will discuss investment strategies, how to anticipate cash flow and how best to prepare for the unexpected. 

March 1: A workshop about “Can Money Buy Happiness?” is available from 10 to 10:30 a.m. at the Community Support Center in Building 1240. Attendees will discuss the link between money and happiness.

All classes are open to military and civilian personnel at Hanscom. All “Lunch and Learn” workshops include lunch.

Miramar office will be working in conjunction with San Diego Financial Literacy Tuesday 2/27/18 on Camp Pendleton for the Military Saves.
